Job Profile

Reporting to the Deputy Fire Chief, the Supervisor of Emergency Management & Business Continuity is responsible for the strategic leadership, development, implementation and performance management of the City’s Emergency Management and Continuity of Operations programs.

The Supervisor of Emergency Management & Business Continuity provides corporate leadership and direction, ensuring legislative compliance with the Emergency Management and Civil Protection Act, and advancing organizational resilience through effective preparedness, response, recovery and mitigation strategies as well as business continuity planning. The position is accountable for program outcomes, resource allocation, and staff leadership, while acting as a key advisor to senior leadership on risks, service continuity and emergency readiness. 

What you will be doing:

  • Provide strategic leadership and oversight for the development, implementation and continuous improvement of the City's Emergency Management and Business Continuity programs, ensuring alignment with corporate objectives, legislative requirements and industry best practices.
  • Serve as the City's subject matter expert for Emergency Management and Business Continuity, providing professional advice, guidance and strategic recommendations to the Corporate Leadership Team, Senior Leadership Team, Council and departmental management.
  • Lead the development, implementation and maintenance of corporate emergency management and business continuity policies, frameworks, procedures, plans and strategies to support emergency preparedness, response, recovery and organizational resilience.
  • Act as an Community Emergency Management Coordinator (CEMC), ensuring compliance with applicable legislation, regulations, municipal by-laws and corporate standards related to Emergency Management and Business Continuity.
  • Oversee the development and ongoing maintenance of Business Impact Analyses (BIAs), continuity risk assessments, continuity of operations plans and recovery strategies across all City departments to support the continued delivery of critical municipal services.
  • Lead and coordinate cross-functional, cross-departmental and multi-agency initiatives, fostering collaboration and ensuring alignment with corporate priorities, service delivery objectives and community resilience goals.
  • Develop, implement and evaluate training, exercise, public education and community outreach programs that enhance organizational readiness, staff capabilities, emergency preparedness and community awareness.
  • Lead the development and maintenance of corporate critical infrastructure protection and resilience initiatives, including the identification of vulnerabilities, interdependencies, risk mitigation measures and continuity strategies.
  • Support the activation and coordination of the Emergency Operations Centre (EOC), Incident Management Team (IMT) and recovery activities, providing advice and coordination during emergencies, major incidents and business disruptions.
  • Conduct and oversee Hazard Identification and Risk Assessments (HIRA) and related risk management initiatives, integrating findings into emergency management, business continuity and organizational resilience planning.
  • Develop and administer operating and capital budgets for the Emergency Management and Business Continuity programs, ensuring effective stewardship of resources and alignment with program objectives.
  • Prepare reports, strategic recommendations, presentations, briefing materials and correspondence for leadership, Council, external agencies and stakeholders, and represent the City on committees, working groups and regional or provincial initiatives as required.
  • Build and maintain effective partnerships with internal departments, emergency services, provincial ministries, regional partners, critical infrastructure operators, community organizations and other stakeholders to support emergency preparedness, response, recovery and resilience.
  • Monitor emerging risks, trends, legislation, standards and best practices in Emergency Management, Business Continuity and organizational resilience, recommending and implementing program improvements as appropriate.
  • Supervise, mentor and provide direction to assigned staff, consultants, contractors and program resources, fostering a culture of continuous improvement, collaboration and service excellence.
  • Perform other related duties as assigned.

What certificates we are looking for:

  • Community Emergency Management Coordinator (CEMC) certificate and Business Continuity Professional (BCP) designation are an asset. 

Education

  • University degree in Emergency Management, Public Safety, Public Administration, or a related discipline

Experience and Knowledge

  • 4 years of progressive leadership experience in emergency management, or business continuity
  • Demonstrated experience in strategic program development, policy creation and corporate implementation
  • Experience managing staff, budgets and complex corporate initiatives
  • Proven experience advising senior leadership and working across multiple departments
  • Municipal or public sector experience is strongly preferred

  • Supervisor Health and Safety Awareness Training Certificate from the Ministry of Labour (may be obtained post offer)
  • Valid G driver's license.

Your compensation

The annual salary range for this non-union position is $107,360 to $130,932 (Band Level 6). We offer a comprehensive benefits package and are an Ontario Municipal Employees Retirement System (OMERS) employer. 

Hours of work

  • Monday to Friday – 8:30 a.m. to 4:30 p.m. (35 hours per week)    
  • The position will require on-call and after-hours work as required.
