We are pleased to announce the merger of our two esteemed fire departments. Effective January 29, 2024, Station 11, formerly known as the Embrun Fire Department for the past 105 years, and Station 12, previously known as the Russell Fire Department for 109 years, will now operate as a unified entity under the name Russell Township Fire Services.
This strategic decision aligns with the directives outlined in the Russell Township Master Fire Plan 2020-2024 and the Russell Township Strategic Plan 2023-2026, emphasizing the consolidation of fire services within the Township. The revised by-law, a product of this consolidation effort, establishes the Russell Township Fire Services with two fire stations under the leadership of a single Fire Chief.
Our community is indebted to the dedicated volunteer firefighters who have tirelessly served, responding to numerous fires, emergencies, and incidents. Their commitment, coupled with extensive training and active participation in public education events, underscores their invaluable contribution to community safety.

I look forward to continuing and leading our firefighters as the Fire Chief of the new Russell Township Fire Services,” remarked Fire Chief Brian McBain.
Key revisions to the by-law include modifications to the auxiliary program, expanding eligibility to firefighters up to the age of 65, a departure from the previous age limit of over 65. Individuals aged 16 or older are now eligible to join as support members, contributing to training, station maintenance, and public safety education initiatives. This expansion presents an opportunity to engage potential future firefighters, as individuals aged 16 can now embark on the path to becoming a firefighter at the age of 18. Furthermore, a student co-op program will be discussed with local high schools to aim to cultivate interest and participation in the firefighting community among prospective students.
Additionally, with the certification requirements now required under Ontario Regulation 343/22 Firefighter Certification that comes into effect July 2026 and July 2028, we have provided a clearer description of each of the core services as it relates to our levels of service.
