REPORTS TO: Fire Chief
LOCATION: Initial Placement - Fire Administration Office (Paris)

Minimum Qualifications:

  • Post-Secondary School Education in Fire or related field, or equivalent combination of education and experience
  • Completion or current enrollment in the Fire Prevention Officer Program at the Ontario Fire College
  • Commitment to excellent customer service delivery
  • Good working knowledge of Microsoft Office computer programs
  • Excellent communication both verbal and written and interpersonal skills
  • Ability to deliver high quality and engaging presentations to various audiences
  • Knowledge of Municipal, Provincial and Federal Fire Prevention By-laws, Regulations and codes
  • Knowledge of the FPPA with Ontario Fire Code, National Fire Protection Association Standards (NFPA), and the Ontario Building Code requirements for building construction and the ability to read and interpret building plans and specifications
  • Knowledge of industrial processes including chemical reactions, and the dangers of flammable and combustible materials and liquids
  • Demonstrate safe work practices
  • Valid G driver’s licence and an acceptable driver abstract
  • Acceptable police records check

Fire Prevention Officer

  • Five years of significant experience developing all aspects of fire prevention programs
  • NFPA 1031 Fire Inspector and NFPA 1033 Fire Investigator certifications required
  • NFPA 1035 Fire and Life Safety Educator certification is considered an asset

Chief Fire Prevention Officer

  • Minimum of seven years of significant progressive experience in fire prevention programs
  • NFPA 1031 Fire Inspector, NFPA 1033 Fire Investigator, NFPA 1035 Fire and Life Safety Educator, and NFPA 1041 Fire Instructor certifications required
  • Strong understanding of fire detection and suppression systems, fire pumps, water supply, voice communication systems, smoke management systems, and emergency electrical supply requirements
  • Ability to provide effective leadership with excellent interpersonal, team building, and strong conflict resolution skills
  • Ability to create standard operating procedures and department policies
  • A current Building Code Identification Number (BCIN), and completion of exams in General Legal/Process and Fire Protection or ability to obtain within 12 months is considered an asset

Duties:

  • Enforcement of Municipal, Provincial and Federal Fire Prevention By-laws, Regulations and Codes
  • Conduct inspections of all types of public and private buildings and structures to ensure compliance with fire prevention regulations
  • To provide technical advice for code interpretation, permit applications, and other prevention matters and concerns.
  • To issue orders to require compliance with regulations
  • To lay charges for violations of Municipal by-laws or Provincial regulations
  • Prosecute offenders of the Fire Code, Municipal By-laws and Fire Safety Legislation as well as attend court hearings to act as a witness in cases of non-compliance
  • To carry out unscheduled inspections in response to complaints concerning hazardous conditions
  • Process various permit applications, makes inspections as required and issues approvals
  • Prepare written orders, reports and correspondence as required
  • Prepare and maintain all required records, reports, statistics, correspondence and other material related to operations of the Fire Prevention Division
  • To investigate fires to determine origin and cause and assist in gathering and presenting evidence in suspected arson cases
  • To assist in delivering effective public education programs on fire prevention and safety
  • Prepare and deliver talks, seminars, and demonstrations to groups and the public as required for fire safety and emergency management
  • Assist the County fire stations in the preparation of pre-fire plans based on fire inspections
  • Participate in on-call rotation
  • Other duties as assigned 

Chief Fire Prevention Officer

  • Prepare and maintain the simplified risk assessment
  • Prevent and reduce incidents of fire or injury by increasing education and awareness through developing and implementing programs
  • Review orders and compliance notices with staff as required
  • Participate in and monitor training prescribed by the Fire Prevention Officers
  • Participate in the delivery of public education activities
  • To provide leadership and supervision of Fire Prevention staff in the performance of their duties including training, fire prevention, inspections, education, and investigations
  • To review and approve fire safety plans
  • Oversee records management program within fire prevention
  • Review current legislation and regulations ensuring that the department is in compliance
  • Submit recommendations and monitor a budget for fire prevention

A Fire Prevention Officer with more experience may be considered for the Fire Prevention Officer role with the opportunity to move to the Chief Fire Prevention Officer position.

Annual Salary Range:
Fire Prevention Officer: $78,679 to $92,037 (Job Grade 7)                                 
Chief Fire Prevention Officer: $86,031 to $100,646 (Job Grade 8 – Under Review)        

Hours per week: 35 including evenings and weekends
