Position Summary
This position provides fire safety and fire prevention education to the public; enforces the Fire Code (Ontario) and other relevant legislation and standards; conducts inspections and performs minor maintenance of facilities and equipment. Acts as the Chief Fire Official for specific duties and the Incident Safety Officer and Firefighter back up as required.
The position will work with the volunteer assigned training officer to maintain the 3-year training calendar and management of the firefighter’s certifications. The position will be assigned the duty of managing the recruits training program and developing new courses for the membership. The Deputy Chief will work with firefighters to develop these programs.
The position will help the Fire chief with purchasing, maintenance of the equipment, and day-to-day tasks at the fire hall and training center. Engaging Officers and Firefighters to complete these tasks will be required
Role Specific Duties and Responsibilities
- Champion the implementation and evaluation of fire prevention and public education programs.
- Provide public education with respect to fire safety, specific components of fire prevention and the development and maintenance of a comprehensive risk assessment.
- Champion the Information and Technology of the fire department ensuring the department are leading in this field.
- Conduct inspections and enforce the Ontario Fire Code and other relevant legislation and standards.
- Review various Fire Safety Plans and site plans, as assigned, with respect to code compliance and fire safety.
- Conduct postfire investigations and complete all relevant reports.
- Ensure compliance and perform all duties in accordance with Provincial legislation and related regulations (i.e. Fire Protection and Prevention Act, Municipal Act, Occupational Health and Safety Act) as well as municipal policies, procedures, guidelines and established operational work plans and directives provided by supervisor or designate.
- Researches and makes recommendations to the Director of Emergency Services/Fire Chief to assist in the exercising of the powers and duties imposed by the Fire Protection and Prevention Act to ensure appropriate interpretation and application of legislation, codes and municipal bylaws by establishing policies and standard operating guidelines; reviewing and modifying the Emergency Services Department plans so that staff are aware of requirements of legislation, regulations, standards, codes and bylaws and reason.
- Supervises and exhibits leadership with all Paid On-Call Firefighters; ensure that personnel are available and deployed so that adequate emergency staffing is available, ensuring efficiency is maintained and the process is in accordance with standard operating guidelines able and diligent application of the legislative intent is accomplished.
- Responsible for developing and maintaining the SOP and OG fire department program.
- Assist with the preparation of recommendation reports, issue reports, and drafting of policies and by-laws.
- Ensure that all suppression equipment is in a ready state at all times.
- Attend and participate in scheduled meetings (departmental or other) and training sessions.
- Lead, develop and champion the special operation Drone team and program. Act in the Chief Pilot role.
- Lead, develop the champion the High angle rescue program.
- Lead, Develop and Champion the Safety Officer committee and personal.
- Lead and Maintain the Radio communication and pager program for the for the department.
- In the absence of the Fire Chief, act as the Chief Fire Official as it relates to fire and life safety education, fire prevention, fire enforcement and perform administrative duties related to fire responses.
- As required, act as the Incident Safety Officer and be responsible for duties within NFPA 1521 at scenes as assigned by the Incident Commander, Fire Chief and or designate.
- Respond to fire department emergencies and act in the role of Firefighter as described by NFPA 1001 II and conduct all duties as assigned and or ordered.
- Under the direction of the fire chief manage the purchasing of equipment for the fire hall.
- Investigates and recommends to the Fire Chief, potential sources of funding for capital items and/or services required by the department through federal/provincial grants, outsourcing alternatives and leasing options in order that an appropriate level of funding is available to meet/acquire required capital items and services.
- Manage the Recruit training program from start to finish with the support of the Platoon and Volunteer Training Officer.
- Manage the volunteer Training Officer and maintain the 3-year training calendar.
- Manage the certifications and training records of all members of the fire department
Required Certifications and / or Health and Safety Requirements
- Completion of NFPA 1031 Fire Inspector I and II, NFPA 1033 Fire Investigator, NFPA 1035 Public and Life Safety Educator I and II, NFPA 1041 Fire Service Instructor I.
- NFPA 1001 II as a municipal firefighter is preferred or a willingness to complete all training within a specified period of time.
- Chief Fire Official designation for Vulnerable Occupancy.
- NFPA 1041 Fire Instructor Level 2.
- Willing to complete formal command training.
- NFPA 1021 Fire Officer Level 3 is preferred or a willingness to complete all training within a specified period of time.
Education, Skills and Experience
- Minimum 2 year experience as a Fire Prevention Officer or related role in a Municipal environment preferred.
- A minimum of eight (8) years’ experience in the Fire Service with at least three (3) years Senior officer experience.
- A minimum of eight (8) years of demonstrated Management experience managing fast paced teams.
- 3 years of IT related experience.
- Strong plans review skills; ability to analyse and understand architectural drawings.
- Working knowledge of the Fire Protection and Prevention Act and Ontario Fire Code, the Building Code Act and Ontario Building Code, NFPA and CAN/ULC Standards, Occupational Health and Safety Act, Municipal By-laws, and other applicable legislation.
- Willingness to participate in continuous upgrading, training, and professional development.
- Possession of a valid Province of Ontario DZ driver’s license with an acceptable driving record.
- Demonstrated knowledge of the Ontario Fire Code and Ontario Building Code.
- Ability to maintain knowledge of all pertinent legislations and regulations through independent studies and courses.
- Ability to work days and the occasional evening or weekend, as required for fire safety public education program delivery.
- Ability to deal effectively with complaints from the public and the skill to direct their concerns to a member of the municipal personnel who is best able to respond to the inquiry.
- Ability to receive and comprehend instructions; work in a team environment; interact positively with supervisor, other staff, and the general public; as well as support and project values compatible with the organization.
- Demonstrated excellent interpersonal and communication skills, both oral and written.
- Demonstrated ability to operate small tools/equipment and light duty vehicles in a proficient manner.
- Must be willing and able to wear all required uniform clothing and/or personal protective equipment as assigned/required.
- Proficient with Microsoft Office Suite, FirePro, IFSTA Resource 1.
