Position Overview

The Fire and Rescue Service of the City of Vaughan protects and connects with the community. Pride and Honour is the motto of this ten-station service, and it responds to more than 11,000 fire, medical, public hazard and rescue calls a year, while coordinating fire prevention and public education programs. In this leadership role, you will have the opportunity to serve an involved and engaged community that values the firefighters who serve it.

Reporting to the Fire Chief, you are a proven leader responsible for the vision, planning, coordinating and directing City of Vaughan Fire and Rescue Services and related emergency and support services. You will provide strategic, administrative and technical expertise, management and direction respecting departmental, divisional and operational issues including formulating and implementing policies, procedures and preparation of reports/budgets; develop and implement community training and fire prevention programs; responsible for supervising the maintenance of fire apparatus, equipment, facilities and departmental records, training of staff including professional development, monthly training and technical rescue training. You will ensure the recruitment, selection, training, and development of staff to support the organization’s commitment to service excellence, diversity, and personal leadership. As Deputy Fire Chief, you will ensure that Health and Safety programs are implemented, and protocols are followed. You will develop impactful strategies to improve firefighter wellness. You will ensure effective communication and positive working relationship with staff, assist in performance development, promotional routines, recruitment, labour relations, budget preparation, capital projects and planning. With a commitment to continuous improvement through performance measurement and benchmarking to improve outcomes, you will work cooperatively and jointly to provide quality seamless customer service. As a change agent, you will be responsible for creating a positive organizational climate in which each and every member of the department feels values, appreciated, motivated and empowered to fully contribute to the success of the department.

Qualifications and Experience

  • A three (3) year University Degree / College Diploma in, fire administration, public or business administration or suitable equivalent combined with a minimum ten (10) years of progressively responsible fire service experience; and a minimum of 2 years of senior management (District Chief or higher) and operational command experience.
  • Extensive working knowledge of related applicable legislation, codes, regulatory standards, site plan review processes and practices and principles of fire protection.
  • Exceptional interpersonal, communication (oral and written), problem solving, decision-making, organizational, public relations, conflict management, investigative, planning and customer service skills.
  • Demonstrated ability to work both formally and informally across a broad spectrum of stakeholder groups and partners.
  • Candidates must have demonstrated leadership skills in a unionized environment, with proven ability to provide effective command over firefighting personnel, combined with the ability to build teamwork and cohesion within all levels of the Fire Service and within the organization.
  • Skilled in strategic, business and organizational planning, organizational and change management, and business process improvement with a results-oriented commitment to great customer service combined with a continual drive to improve quality of services offered.
  • Candidates will have experience in contract administration including the development of specifications for requests for proposals, procurement processes, contract development, administration, monitoring and associated budgetary processes.
  • Current, clear vulnerable sector check from an accredited Police service.
  • Valid Ontario G Class driver’s licence in good standing.
