Job Description

 

Major Responsibilities:

 

  • Reporting to the Deputy Chief of Training & Technical Operations, the Division Chief – Technical Operations is directly responsible for the management oversight of the Toronto Fire Service (TFS) Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE) and Heavy Urban Search and Rescue (HUSAR) / Public Order Unit / Emergency Planning & Health and Safety teams and functions.

  • Understanding the joint operations nature of these specialized functions, the Division Chief – Technical Operations will regularly liaise and work in collaboration with senior management members in Toronto Police, Toronto Paramedics, Ontario Office of the Fire Marshal and Emergency Management (OFMEM) and other key partners and stakeholders.

The primary functions associated with this position include, but are not limited to, the following:

  • As the top leader in the division, the Division Chief builds, maintains and promotes a culture of excellence, engagement and motivation through the development and delivery of high quality team deployment;

  • Builds and shapes the future of the TFS CBRNE / HUSAR / Public Order Unit / Emergency Planning & Health and Safety teams by embracing and leading from a shared vision of excellence in service delivery;

  • Provides leadership and direction to assigned staff to ensure that TFS' mandates are met in all aspects of CBRNE / HUSAR / Public Order Unit / Emergency Planning & Health and Safety;

  • Manages all administration and activities of the CBRNE / HUSAR / Public Order Unit / Emergency Planning & Health and Safety, including the activities and efficiency of assigned personnel;

  • Manages all aspects of CBRNE / HUSAR / Public Order Unit / Emergency Planning & Health and Safety performance on a continuing basis, assesses requirements and makes recommendations for changes that are required to improve efficiency and performance;

  • Plans, on a multi-year basis, the development and delivery of the CBRNE / HUSAR / Public Order Unit / Emergency Planning & Health and Safety programs;

  • Administers and ensures compliance with all relevant TFS and City Policies, Procedures and Programs;

  • Develops, implements, manages and monitors the comprehensive NFPA Professional Qualification Certification Program for all TFS personnel in accordance with Provincial and TFS requirements for all aspects of CBRNE / HUSAR / Public Order Unit / Emergency Planning & Health and Safety;

  • Completes and presents comprehensive preparatory and after-action reports as required;

  • Supervises, mentors and develops all CBRNE / HUSAR / Public Order Unit / Emergency Planning & Health and Safety personnel through the establishment of annual divisional training and development programs, succession plans and methodologies;

  • Manages the deployment of CBRNE / HUSAR / Public Order Unit / Emergency Planning & Health and Safety teams in a manner that maintains compliance with all relevant laws, regulations, agreements and policies;

  • Develops and maintains a safe, respectful and effective work environment where employees work cooperatively and effectively with other team members;

  • Manages and administers all aspects of the CBRNE / HUSAR / Public Order Unit / Emergency Planning & Health and Safety budget and ensures the effective and efficient distribution and utilization of resources;

  • Effectively liaises and works with internal and external stakeholders;

  • Supports Senior Management during emergency situations as required;

  • Personally responds to CBRNE / HUSAR / Public Order Unit team deployments as required and provides subject matter expertise to the Incident Commander on scene;

  • Works modified hours of work and schedules required to meet the needs and demands associated with the Division Chief position, including maintaining 24/7 on-call requirements for response as directed by the Fire Chief;

  • May be required to travel outside the city for business purposes on an occasional basis as required;

  • Effectively handles day to day labour relations matters, in collaboration with TFS Staff Services and the Association;

  • Maintains an up to date personal knowledge of technical developments as they pertain to the area of specialization, including applicable legislation, industry standards and procedures, regulations and techniques;

  • Leads the implementation for TFS Transformation Plan initiatives that involve the CBRNE / HUSAR / Public Order Unit / Emergency Planning & Health and Safety teams;

  • Demonstrates a personal commitment to inclusion and diversity in all aspects of CBRNE / HUSAR / Public Order Unit / Emergency Planning & Health and Safety team operations;

  • Maintains strict confidentiality with respect to classified and/or sensitive information relating to all aspects of CBRNE / HUSAR / Public Order Unit / Emergency Planning & Health and Safety operations.

Key Qualifications:

Minimum Qualifications

  1. Formal education and training pertinent to the Division Chief – Technical Operations job function combined with relevant leadership / management training and experience, or an equivalent combination of education and experience;

  2. Demonstrates specific subject matter expertise in the areas of CBRNE response and deployment, Public Order Unit planning, operations and deployment and HUSAR team operations, including the Provincial CBRNE and HUSAR team deployment models and processes;

  3. Sound knowledge and understanding of the principles and practices of the modern fire service and a working knowledge of all applicable legislation, regulations and statutes, including, but not limited to, the Fire Protection and Prevention Act, Occupational Health and Safety Act, Toronto Municipal Code, Human Rights Code, Charter of Rights and Freedoms, and NFPA Standards as they pertain to TFS, and all relevant policies, procedures and guidelines;

  4. Demonstrates specific subject matter expertise in the implementation and operation of the Provincial Incident Management System (IMS) as it pertains to CBRNE / HUSAR / Public Order Unit deployments on a local and Provincial basis;

  5. Is a highly skilled and adaptive leader with a demonstrated ability to lead and build consensus;

  6. Results oriented, possesses the ability to champion a shared vision, has proven leadership abilities and has a demonstrated ability to work collaboratively in a team environment;

  7. A forward thinking and visionary leader, capable of developing and implementing progressive ideas and concepts with effective strategic and lateral thinking skills;

  11. Must possess and maintain a valid Ontario Driver's Licence, minimum Class "DZ";

  12. Must not have been convicted of any criminal offence, for which a pardon has not been granted;

  13. Must possess formal certification and/or have been grandfathered to each of the following NFPA Professional Qualifications:

    1. NFPA 472 – Hazardous Materials

    2. NFPA 1041 – Fire Service Instructor

  1. Must be willing to obtain and maintain all required security clearances related to CBRNE / HUSAR / Public Order Unit / Emergency Planning & Health and Safety operations as required.

 

Asset Qualifications:

  1. Certification under the following NFPA Professional Qualification Standards is an asset:

    1. NFPA 1001 – Fire Fighter – Level 2

    2. NFPA 1031 – Fire Inspector

    3. NFPA 1021 – Fire Officer

    4. NFPA 1033 – Fire Investigator

    5. NFPA 1035 – Fire and Life Safety Educator / PIO

    6. NFPA 1006 – Technical Rescue

NOTE:

 

In accordance with emerging Provincial Regulations, the Division Chief – Technical Operations may be required to complete additional NFPA certifications as part of their personal development plan while working in this role.
