Reporting to the Fire Chief, the Deputy Chief- Fire Prevention, Public Education, Professional Standards, and Emergency Management leads, manages, supervises, and coordinates the activities and operations of the Fire Prevention and Public Education division, the Professional Standards division, and Emergency Management program within the East Gwillimbury Fire and Emergency Service department. Key responsibilities include: 

  • Oversee all assigned activities for the Fire Prevention and Public Education branch including: public education, fire code enforcement, fire investigation and compliance with legislative requirements.
  • Direct the enforcement and administration of provincial and municipal fire prevention by-laws, statutes, codes, regulations and standards including the Fire Safety Plan Review. 
  • Act as an Assistant to the Fire Marshal. 
  • Lead the development, implementation and administration of training and development programs, including the administration of examinations, job performance requirements and testing programs.
  • Oversee all activities of the Town’s Community Emergency Management program including acting as the Community Emergency Management Coordinator. 
  • Lead the development, management and administration of the division’s annual and multi-year business plans. 
  • Develop standards, processes and procedures for enhancing the efficiency and effectiveness of the divisions. 
  • Lead and participate in performance management and career development activities, including conducting career development reviews, workplace investigations, and disciplinary meetings.
  • Assist in the recruitment and retention of departmental employees.
  • Administer the Collective Agreement and participate as a member of the negotiating committee.
  • Assume duties and responsibilities of the Fire Chief, as required. 

The ideal candidate will have a minimum of ten (10) years of progressively responsible experience in the fire service, including management experience leading employees in a unionized environment along with demonstrated experience leading and managing emergency operations, complex fire investigations and large building plan examination. The successful candidate will demonstrate sound knowledge of fire prevention and public education along with a two (2)-year post-secondary college diploma or university degree in public administration, business administration education/training or related field. Other requirements include:

  • NFPA Standard 1001 – Firefighter I and II;
  • NFPA Standard 1021 – Fire Officer IV;
  • NFPA Standard 1033 – Investigation;
  • NFPA Standard 1031 – Inspection, considered an asset;
  • NFPA Standard 1521 – Incident Safety Officer;
  • Incident Management System (IMS) 100, 200, 300;
  • Certified Building Code Inspector (BCIN);
  • Community Emergency Management Coordinator (CEMC);
  • Advanced Leadership Development training;
  • Human Resources Management training; 
  • Valid Standard First Aid Level C and CPR;

Conditions of employment: 

  • The incumbent must provide a Vulnerable Sector Check;
  • Valid Ontario G Driver’s license in good standing; 
  • Clean Driver’s Abstract;
  • Ability to work a flexible schedule as hours of work may vary; on-call for emergency situations; attending department training/meetings, and Council meetings as required.

Salary Range: $151,060- $177,708 (Band 11)
