Clarington Emergency and Fire Services (CEFS) is in the midst of change and growth.  Clarington Council has recently approved the hiring of an additional 20 full-time firefighters to place another full-time truck into service in 2025 and has endorsed increasing minimum staffing on all full-time trucks from 3 personnel to 4 to meet the growing emergency service demand in our community.

CEFS operates from 5 composite fire stations, comprised of approximately 100 volunteer firefighters, and 64 full-time firefighters (84 by 2025).  The Fire Prevention Division has 5 staff, including a CFPO, FPO, and 3 Inspectors. The Training Division has a CTO, and 2 TOs.  The remaining staff include a Mechanical Officer, 2 Administrative staff, a Business Manager, 2 Deputies, and the Fire Chief.

CEFS staff from all Divisions recently completed a Departmental Vision, Mission, and Core Value statements, and have begun working on a Continuous Improvement Committee to help guide our improvement decisions.

You are action oriented, while also having the ability to see the bigger picture and think strategically.  You have experience managing projects effectively through to completion.  You like to think outside of the box and take calculated risks.

Ideally you have several years of experience in a senior leadership role in the Fire Service or related Agency, along with the education commensurate with the role.

Responsibilities

As the new Deputy Chief, you may initially be assigned a portfolio in keeping with your skill set, strengths, and experience.  However, you will be required during your career with CEFS to transition to lead in areas of the Department that may be new to you.  While not being a subject matter expert in all Divisions, your leadership skills and adaptability will help to ensure your success in whatever Divisions you are leading.

You will be expected to be able to hold people accountable as necessary to perform in their roles.

You will be on call approximately one third of the year as one of three Senior Officers and must be able to be on site within 1 hour of being notified if needed.

You will act as the Fire Chief in their absence including Alternate CEMC.  You will be required to attend events, Council meetings, and training nights afterhours in the evenings and on weekends.

Qualifications

Ideally, the successful candidate will possess the following:

  • College Diploma or University Degree in Business Management, Organizational Behaviour, Leadership, Applied Business – Emergency Services.
  • A certificate such as Humber College - Fire Services Executive Management Certificate).
  • AMCTO - Executive Diploma in Municipal Management.
  • NFPA 1021 Level 4.
  • IMS 100, 200, 300.
  • Valid G drivers license. DZ licence is an asset.
  • A combination of education and experience comparable to the ideal education list may be acceptable, subject to the satisfaction of the Director of Emergency Services/Fire Chief.

  • Salary: $140,487 - $169,118 Grade 11 of the 2023 Non-Affiliated Salary Administration Program.

Additional information and requirements:

Prior to starting the position, the successful candidate must provide, at their own expense, a current (within the last 180 days) satisfactory criminal reference check, from a Canadian Police Information Centre. Criminal Records Checks from third party agencies are not acceptable. Applicants who have been employed with the Municipality within the last year and have provided a criminal reference check within the last 365 days are exempt from providing another criminal reference check.

The successful candidate will be required to provide a satisfactory drivers abstract.
